and General Clerical Service. The only other change is the substitution of a Pest Control Officer in place of a Rodent Control Officer. Personal emoluments are higher by $189,947, chiefly as the result of increments. A considerable portion of the extra funds required amounting to nearly $65,000 is in respect of the revised salary scales for the Health Inspectorato which were approved and introduced during 1950.

The increase in recurrent expenditure is $52,000. this amount, 50,000 is in respect of the resettlement of squatters, 25,000 for upkeep of vehicles, and $20,000 for scavenging gear. Savings of $31,500 for uniforms and $22,000 for fuel, light and power help to offset these increased provisions. A programme of replacing meat vans, refuse carts, and refuse vans is planned for 1951/52 at an estimated cost of $365,000. In addition, the purchase of a sprinkler sweeper collector unit costing $35,000 is proposed. Provision for the replacement of nightsoil and refuse barges has been transferred to the Marine Department's estimates and this largely accounts for the reduction of 667,500 in Special Expenditure under the Sanitary Department.

These are the only establishment changes and the increase of $22,390 in personal emoluments is largely accounted for by increments. Although provision for four sub-heads was inadequate last year and has been cugmented for the coming year, savings of 19,300 on welfare work and $5,000 for upkeep of vehicles off-set these increases.
